Well i have figured it out and its workin ok now. The person i bought it off of had overclocked it so in witch pretty much fried the chipset. So instead of spending tons of money on a new card i just underclocked it a bit from factory settings and now it is working.
So if you are having the same problem, try to underclock it a bit and see if that does it for you!
